Shadford's father was Levi Waterhouse and his mother was Susanna Edith Eliza Pinder. His paternal grandparents were Joseph Waterhouse and Leah Turner; his maternal grandparents were Thomas Pinder and Edith Bourne. He was the oldest of nine children. He had five brothers and three sisters, named Joseph, Thomas, William, Tom, George, Susan, Alice and Mary.
