Jane's father was William Tipper and her mother was Jane Steer. Her maternal grandparents were William Steer and Anne Merriott. She was the youngest of three children. She had two brothers named Thomas and Henry. She had two half-brothers named William and Alfred. She died, at the age of 1, in 1852 in Petworth, Sussex.
